You should be able to go to My Documents\EA Games\The Sims™ 2 Ultimate Collection and just delete the neighbourhoods, then start the game up and make a fresh one.

If you already have Origin you can skip to step 3. Create a free Origin Account to get in the game. Click the top menu "Origin" and select the menu item "Redeem Product Code". In the opened window enter the product code I-LOVE-THE-SIMS. The following screenshot shows, how to to add the "Product Code".
